The house is currently going for 409K and has been for sale for quite a while, it's brand new in an upscale development. What % of concessions should we ask for at closing and how likely is it that we'll get it?

Don't wait till closing to ask for concessions. They should be part of your contract to buy. If they are not in the contract to buy, they do not have to be given for the sale to close and you will be the loser.

In my experience with clients of my company new home developments do not wish to give consessions. The figure they will draw enough attention that if you can not out right purchase someone else will.
