You will find the older people are regular voters they know this is a privilege and everyone should take advantage of it. How to get people out to vote Is people who are running for office start telling the truth about what they can or can't do. And ban all negative TV political ads it turns people off and they don't vote. They begin to think that all politicians are a like and as bad as the ads say they don't seem to understand that a lot of this is not true when the election is over there is no more said about it. I hear people say it makes no difference if they vote or not it won;t change anything One vote can at times make a big difference

Only answering the second question; many countries fine people who don't vote.
From Wikipedia, under the term "Compulsory Voting"
Countries that have some form of compulsory voting:
* Argentina
* Australia (see Australian electoral system)
* Austria (presidential elections only)
* Belgium (see Belgian electoral system)
* Bolivia
* Brazil (non-compulsory for 16 & 17 year olds and those over 70)
* Chile (registration is optional, once registered voting is then required)
* Congo, Democratic Republic of the
* Costa Rica
* Cyprus
* Dominican Republic
* Ecuador
* Egypt
* Fiji
* France
* Greece
* Guatemala
* Honduras
* Lebanon (men only)
* Libya
* Luxembourg
* Mexico (not enforced)
* Nauru
* Panama
* Paraguay (ages 75 and older voluntary)
* Peru (ages 70 and older voluntary)
* Singapore
* Some parts of Switzerland
* Thailand

In some countries, eligible voters are required to register, but voting itself is voluntary.
