I've always believed that we choose the lives we live before we are born. We all come here to learn something specific. A person born with special needs may need to understand what its like to be without or be humiliated. To succeed in life is to overcome whatever obstacles we can.

it's all about the parents i can explain this one for you 100% most parents do drugs and drink while being pregnant and the baby comes out deformed and slow(retarded) some parents may decide to have children when they are in their 40's to 50's some even older and that's another reason why some one is born with a Disability. some may be genetic too like a father who as cerebal palsey and a mother who normal the chances of the child of having cerebal palsey is 50 50 there are also Learning disabilities autism, Multiple sclerosis, another reason if the child gets into some accident and is impaired for life that can also explain a disability. Epilepsy is a disability (seizures) the child or adult has to take medication to control them
Children with special needs have to have needs met according to their level in learning that's why they have special education for this type of reason, it is a struggle for them to learn at the normal level to where they have to learn at the level they can do and it is all about testing to see where the person with a disability is at in the level.

It could be couple of reason the ma could have took drugs or drank to much and the baby is born with a specialy need Because of this, what ever she dose to her self she hurts the baby! Another reason could be Some time it runs in the family and the baby is the one to get more special needs then others!

some think that it is because we chose our sufferings before we are born with the help of a mentor. the reason is to learn thru the suffering so that we will be ready for what is next after our bodies die.

A lot of it has to do with bad choices the mother made while pregnant, to much alcohol, smoking, drugs of all types and sometimes it happens by nature.
