It has nothing to do with religion, it's a cultural thing. There are customs and procedures one must go through that have been socialized into them. If someone stops by just as your getting ready to leave you can't just say oh sorry I'm on my way out the door I'll see some other time. Manners and ettiquete that have been socialized into them dictate their thinking which tells them it would be rude and so instead they have them come in, drink some tea, chat it up, and 20 minutes later or more they say thier goodbyes. Also the traffic in Egypt is horrendous so even if you try to be on time it doesn't always work. Egyptians have a much more relaxed sense of time as do south and central americans. It's expected that you say 5:00 and people start showing up arounf 6-7:00. You have to remember that even those of us who try to be on time have had our moments in which we simply can't be somewhere on time. The world isn't perfect and even though most people would say god is perfect and could easily organize perfect timing for all the things you have mentioned we are only human. We cannot achieve the perfection that Allah has it would be haram to think that you could. Although I personally like to be early or on time when I'm in Egypt I respect the fact that the culture is different there and that time has a different meaning to them. Same when I'm in Guatemala or Honduras time is just seen and treated differently and you have to accept it and go with the flow.

Well I think this is due to many factors
The first factor:
if you just look around you will see all countries which respect time lie on the north while all country which don’t respect time lie in the middle . like Africa , Latin America , some parts in Asia, and I think this is due to heat and sunny weather, which make us lazy (lol)
while in Europe and North America people are active so that they respect time
The second factor:
We are an agriculture country, in agriculture countries people usually don’t respect time.
It doesn’t matter if you are late to your farms , while time is money in all industrial countries, also after we built thousands of factories in the last 200 yrs we didn’t give up on this bad habit respecting time (lol)

i really don't exactly know why, but i can give it a shot.
I think this is one of the bad side effects of being ruled by a very non-active governments. Governments who doesn't respect time very much, too, and uses lots of deceit and delaying in solving problems.
It's a kind of a bad syndrome and side effects of corruption i think.
However, there are still people who value time.

They dont respect time coz they dont feel with time
I mean such s employees if they work 12 hours like who works 1 hour...(salary is same)_ so he doesnt care with time or even of he delays some1...

Also our system in life.... the time ios the last thing in our interesting....

You see this trait throughout the 3rd world. Could be one of those things necessary to resolve to move out of that group. Or maybe there is something to be said for remaining 3rd world.

not all of us.. i myself respect time! i show up first for everything!
but yeah, the majority doesnt.. i think egyptians nowadays dont think as much before taking an action.. they just live! i dont really know how to say it in english, in arabic its "mashyeen bel baraka" which is they just live and think everything will work out.. so im an hour late.. so what?? did the sky fall down???????????

Not all egyptians don't respect TIMING.it depends on their education,standard of living,location(traffic in Cairo is terrible and it affects timings badly).

lol you know what my step father is an egyptian and i have wondered the same d@mn thing all my life! I know with him everything is on his time no one elses.
