I don't know the answer to your question exactly - it's more a demographics question. But eye color is inherited independent from hair color. There are many genes affecting each, not just one or two. Dark hair and eye genes are dominant, so they tend to appear together if they were together in the parent (which they often are due to "race"). So it might seem as though dark hair and light eyes together is rare, simply because of incomplete mixing of types in the group you're looking at (assuming there are light-hair-and-eyes types, and dark-hair-and-eyes types to begin with).

There are some groups of white people in which dark hair and light eyes are common - the so-called "black Irish" come to mind. If they exist, it is because of thorough mixing over time, of light-hair-and-eyes types with dark-hair-and-eyes types.

It's not the most common combo out there, but I don't think I'd call it rare. I think the most rare combination of hair and eyecolor is red hair and dark brown eyes.

As I was watching the news a while back I saw people from Albania - I noticed a lot have blue eyes and dark hair - (Nice looking trait, if I can say so) - So perhaps the genetic root is European

it can be quite common for a person to have blue eyes with brown hair. the genes that determine eye and hair color are seperate from each other so any combination of hair and eye color can occur, its just more common for a dark haired person (who would typically have dark eyes) to have a dark hair/eyed child because brown is dominant over blond/blue

I think blue eyes and dark brown hair are nice.

If a child was selectively bred for those traits, it wouldn't be considered rare.
