People whose primary job it is to influence U.S. Officials -Congress and White House --to make decisions that favor what the lobbyist wants for his or her clients. Usually they raise lots of money for political campaigns --which is legal--and buy dinner or lunch. Called lobbyists because they used to wait in the lobby of hotel when Official was staying in order to talk to the Official.

Corporate stooges who hang -out on Capitol Hill and pony huge sums of $$ to influence Congress. Senators and Reps are limited in the gifts they're allowed to receive, but Lobbyists tend to stay below the limits or provide other sorts of benefits...

Basically, I think it's special interest groups. Groups of people who very actively try to influence the government while passing laws. They want certain laws to go their way.
