It describes someone that remains neutral in any given situation. It can be very positive because the person is very objective and fair, but it can also infer that it is really annoying that this person never take sides and always take the easy way out.

e.g. When discussing politics among friends, Larry never takes sides.

"he never takes sides" means that a person does not involve themselves in an arguement or gives an opinion.

eg: It isn't a good idea to take sides in classroom fighting because if you take sides you might lose friends over it.

I'm sorry I can't give a sentence, but it means he never takes sides, like, sides by ppl. if his brother and sister are fighting, he won't agree with his sister and he won't agree with his brother. i'm probably just stating the obvious and what you already know, but just in case. good luck and God bless you!!!
