A waist high horizontal freezer will be better at keeping cold air in because of the laws of convection.
Warm air rises, so if you open your freezer-which has cold air- the cold air will stay at the bottom and inside the freezer unless the air outside is less than the temperature of the freezer ;)
the vertical freezer, you will lose cold air when you open it because the air will flow out of it and "fall out of the freezer" making warm air rush in to compensate.

In terms of efficiency, the horizontal freezer is a better design, however, due to space restrictions, some people prefer vertical freezers over the horizontal ones.

The horizontal one is better, hands-down. Every time you open the door of an upright freezer, cold air tumbles out. You can feel it if you've got bare feet.
