J.P,L's Mars Global probe solar panel motor malfuntion..Default sleep mode. A rotaion in a orbit at a time when panel can catch some solar rays would be the only chance for the probe. This is where a Hydro-Magnetic Energy would be best for these types of Satellites and probes on board systems and propulsion systems would work better.

I'm not sure what the question is.

If, by "Hydro", you mean some type of fluid-based system, please remember that the mass of the fluid would have to be lifted by the booster rocket. This would likely cut down the amount of available mass that can be used for instrumentation. If the motor froze up or seized, no alternate means of power is going to correct a mechanical fault. Also remember that the spacecraft has been in orbit for a heck of a long time. While NASA gear does tend to exceed warranty schedules, sooner or later they're going to fail hard.
