I would say it's time to move in or move on. If you have been spending a good bit of time together, and are reasonably confident that you will continue to be compatible even when sharing the chores and the budget problems, then it's time. And it may even be time to talk about the further future: marriage? kids? other sorts of scenarios?
If, on the other hand, you have been spending time together but it does not seem likely you can resolve issues like who is responsible for what? What is the standard of living, both economically and otherwise, that you will share? Which friends will you share your space with, and in what ways? Can you agree on issues of privacy?
If those issues cannot be resolved and you cannot live together, then I think two years is probably enough to have spent on this relationship, and it's time to move on.

There is no one set answer. You can be ready after 2 months, or 15 months.
The decision needs to be based on your relationship status there is no set guideline.
