I think if you check it, your horsepower is actually quite a bit more than you thought. It is over 200 hp. It does make a bit or torque.
The short of it is, this is not the motor to make horsepower with.
I am attaching a linlk/address which explains it all, all you need to do is click on it and read the article. Your engine has been sort of a dog from the beginning, nothing personal, I have had a few of these, dumping money in this motor won't get you much. http://www.iwaynet.net/~gl&lisk/1980ta.html cut and paste this in a search window!

The Pontiac 301 is a pathetic little engine. You could try a free-flowing exhaust. If you really did boost the power, the crank would break its so weak. The 301 was based on the Pontiac 350, but its really weak and dumbed-down. Siamesed head ports, missing crank counterweights, thin engine block, etc. Pontiac only made the 301 for a few years it was so bad. After that, Pontiac switched to chevy power.
It would be so much better to swap in a Pontiac 400 engine, they make 400 HP without breaking a sweat.

the excellent thing approximately those vehicles. all Pontiac vehicles from 1970 and up will bolt precise in. get a 4 hundred or 455 and characteristic some relaxing. if your fortunate adequate to have one with a 4 hundred, only substitute the cam, gears and exhaust. you would be stable to bypass after some tuning.

try replacing the gears to a lower gear ratio. you won`t get the high speed but who cares you don`t need to go 140mph. as much as i now i have an 89 trans am there is no goveners. try diffrent heads. try elderbrock.
