You can't change the shade of your skin b/c it's predetermined by genetics...
I don't know how old you are, but let's say you're 30, have sunned your face in the past and sometimes break out.
The first step is to reverse sun damage. This can be done with dermotologist treatments like chemical peels and microdermabrasion. You can buy peel products. I wouldn't trust my skin with anything I could buy at the drugstore, so I'd go to a place like Sephora or browse the Lancome, etc. counters. I go to the derm for blue light therapy (not cheap - $250/session, and it takes a few sessions to see results). This has controlled my acne completely which, for whatever horrid twist of fate, got worse as I got older.
Your doctor can also prescribe something like Retin-A which promotes the turnover of the upper layers. It helps acne but also fine lines, wrinkles and skin discolorations from things like acne scars.
You can also help your skin repair by using an antioxidant product. Antioxidants work by neutralizing free radicals - which cause damage to cells and can even cause cancer. Again, browse a high quality line and ask lots of questions. The sales people at places like Lancome will obviously be motivated to sell their product line - which is why I like neutral territory like Sephora, high end medical spas and even Bath and Body Works (they've redone most of their stores so they now carry a diverse product line).
Next, obviously use sunscreen everyday - I use SPF 30 everyday. The benefits gained are obvious - prevent future damage and keep your skin an even color.

Or you can try something like the person below me suggested and brush baby powder or really light face powder on your face and look like a clown. You can't fight your genetics - unless your Michael Jackson and can pay to screw up the melanin in your body. Your best bet is to have the healthiest, smoothest skin you can and don't let it freckle.

Isabelle Adjani's mother is german and her father algerian; it helps. She always wears a hat and sunglasses, to protect her white as milk skin. I saw her "in live" a few weeks ago and she's still like in the 1994' Queen Margot: a miracle!

HELLO PEOPLE!! SHE WANTS SOMETHING EASY NOT EXPENSIVE SALON CRAP! Take a big soft brush and apply BABY powder on your face. Make sure you do it before makeup or you will have white in you eyelashes and then just do makeup. I have a natural complexion like that but my friend looks just as natural and she uses baby powder

keep away from sunlight as much as possible. u should notice a difference after several weeks. but the sun feels so good, is it worth it?
