I am divorced from my 2nd husband, and I do not want to keep his last name. Actually, I don't even want to return to either my maiden name or the last name of my first husband. I'd like to have a whole new last name !! How does one go about doing that? Do I need an attorney? Is it going to be amazingly expensive?

Your divorce lawyer should have pointed out to you that you could not only have gotten a divorce but you could have done the name change to whatever you wanted at the time. Other than that you do not need a lawyer. You need to get a form from the social security office and submit it for a name change. When you get your new social security card back then you can get the other forms of id changed such as drivers license etc. It should not be expensive at all.

Since you didn’t change your name during the divorce, now you’re going to have to petition for a name change. You don’t need an attorney to do it, but the requirements and process likely vary slightly by state, so you do need to find out the process for your specific state of residency. Once your name has been legally changed THEN you can apply for a new social security card.
