They do not lack confidence.
They are taught to be reserved when in "mixed" company.
Try to visit them 1 on 1 like you would do if you were in at large party and give them space and time.
They will open up and you will find a fine pearl in personality of your new friend.

im just a bit shy but my confidence is way up there...
other oriental people arent that shy and have tons of confidence though...
