You can't turn a tee shirt into a "corset"
You can make it look LIKE a corset. You can put two small seams down the back and put eyelets in them (like the front of a boot) and then thread a thin ribbon like you were lacing up the back of a corset.

Corsets are stiffer and conform your shape more, so you'll definitely need an inside and a backing to help give it more support. Boning for the front, back and sides. Grommets for lacing it up.

If you're doing a bustier this will be a little easier. It's not as thick as a corset and a little more comfortable. You'll still need some boning but not as much, some wire for the cups and a thin inside layer and a layer of a comfortable cloth for the backing. You can do a zipper with this, but it is more of a bumpy look. One time I made button holes because I didn't have grommets...it looks a little makeshift but it got the job done.

If you're good at sewing, pin the shirt first in the sections you'll have sewn, then cut it up if you need to, sew together and add any decorations and closure you need to.

you could just cut small holes like the shoelace holes on tennis shoes, and string a long piece of ribbon through. I dont know if that is the effect you are looking for but it could work.

just buy a corset pattern, and lay it out on the t shirt, its not that hard to do.
