I am not sure. I define paranoia as an irrational fear. With Iran and NKorea threatening nukes, and the US involved in a mess in Iraq, I do not see paranoia, at least from the US.
Rational response is needed.

None. At the very top among all of them, there are no surprises right about now. The Russians, at least, had the good sense to admit the so called terrorist threat is a fiction. The reason is simple. They already had a general rising. I doubt they'd want to instigate another.

Isreal are pretty paranoid. Seems everyone is out to get them but they deal with this by getting everyone else first.

North Korea by far.
They are always claiming the USA is out to get them, still put out anti-usa propoganda, and still claiming the USA committed war crimes during the Korea War.
And now they are building nukes.
