The Bill of Rights. The Constitution did not come into effect in 1776, it had to be written and debated. When it was first offered for vote many were concerned that there was not enough limitation on government power. Remember, the Constitution's purpose was not to GIVE power to government, but to specifically describe and LIMIT the power of the national government. Only after the Bill of RIghts was added did the people feel safe enough to accept the amended Constitution.
