Well, there are some free computer to computer calling companies/programs that I guess you could call VoIP. but this is like webcams/messenger with voice. Actual phone VoIP, I don't think anyone's free yet really.
I use Broadvoice ( http://www.broadvoice.com ) for my VoIP. They have provided me with great service so far. And much cheaper than going with my cable company or even Vonage.

voice chat using yahoo, msn etc with similar messengers at the other end is free VOIP.
how good they are depends on the connection speed to the internet at both ends. higher the speed better the voice quality.

Your VOIP is only as good as your broadband ISP. Comcast provides internet service AND phone service. I don't know of any free VOIP companies.
