If you're referring to President Bush, there are a number of reasons that his numbers have fallen so low lately.
The number one reason is that he got the United States into a war that isn't ours to fight. Instead of fighting terrorism, we decided to fight a dictator in a completely different country than the one which harbored terrorists. Instead of fighting terrorism or terrorists, now we're fighting soldiers on two different sides of a civil war.
Instead of helping the Iraqis get back on their feet, we aggravated the situation so much, that now the entire country has dissolved into a civil war. Instead of instilling a new, independent government, we've put into power pawns of the US government. Instead of working for the good of mankind, where help is needed AND desired (like Darfur), we're stuck in an incredibly sticky situation in the Middle East.
In a nutshell? Because so far this "peacemaker" hasn't made any peace.
