The same as in older human society. The 10 comandmets were given because the people could not figure out a basic simple idea--Treat others the way you would want to be treated--
Because they could not figure this out it was S P E L L E D out for them. Lew and rules gives a guideline for behavior.
The hand shake evolved in the old west a way of saying "HI I DON'T HAVE A GUN" Laws are meeded to keep each and everyone of us from acting as if we were the only ones that mattered.

Its a legal way for the law-yers and other bodies of law to make a fortune for hard working citizens who will pay dearly for there freedom, cause they couldn't make it in engineering school.
