Your introduction would state the facts about the encampment. So many men stayed were for how long a period of time under what conditions then ask the question that you have decided on as the last line.

body of the paper gives pros and cons about your question

conclusion gives the data that you found persuasive and your answer.

Find a really good quote about Valley Forge and use that to start. It's pretty easy to start off with a quote and go from there. I did it all throughout high school and teachers loved it!

start the introduction as a precursor of each following paragraph
for example:
sentence 1 is same or similar to paragraph 1 (in general)
sentence 2 is sililar to paragraph 2
and so on in the intro.
conclusion is done the same way
