What do you think Haiti's biggest problem is?

It seems almost impossible to pinpoint just one large problem as the greatest, I know.
But still, be it societal, psychological, political, etc. I'd like to know some people's opinions.
Even better if you come from Haiti, I'd be interested in hearing a first hand view.

And note: Please, please. I've noticed that there are those with the tendency to comment on a topic just for the sake of being rude or lude. I really don't appreciate it, and I think it's very incosiderate to me and the people who take this seriously. There's isn't one single big problem;
There are many :

1. The Haitians do not believe in themselves.
2. The have tendancy to sat "pas faute moins", It's not my fault.
3. Under Papa Doc, he killed many people who could have replaced him., and and many people left Haiti
4. Many of the policians are corrupt.
5. The population things it;s normal that policians steal.
They secretly admire that the person.
6. Many of the rich do not want change, because they pay little taxes.
7.All the middle class have left Haiti, so we have Rich and poor.
8. The schools are bad.
9. Why should businesses invest in Haiti:
Secrurity problems, little electricity,and but communication and few qualified management.
10.Most of the Aid goes to the foreigners salaries and housing, and the percentage left for Aid is little.
11. Few people really care.Haitians and foreigners alike.
12.Medical care is bad

There is a way to modernize the country but keep its island charm.
