If it has lights and makes noise, go for it.
Our son LOVED his baby gym at 6 months. My advice is to go to the store and find things that light up and play music. :-)
Another suggestion: bath puppets.

Buy a cute medium sized basket and fill it with a good baby shampoo, a couple of plushies (I recommend the TY Pluffies, my 1 yr old sister loves them!), a pair of PJs that are 9 months. Put a pretty homemade card with pink ribbon and a cute little christmas tree. The TY plushie company is now making the same cute ones in a christmas version. Decorate the basket with the same ribbon and cover it in 2 coats of paper. You can us e the same, or different - just try to keep it christmas-y unless the pjs are christmas-y. You can also get her a crib set (fitted sheet + blanket + bumper) so you won't mistake on the size. If you don't like any of these ideas, my sister loves coloful things and loves playing on my keyboard so maybe you should get her one of those toys that are like mini pianos and a pretty card, if you want to make the gift even better, include a cd of some nice songs (burn it yourself to make it even more special). You could also go to a potter shop like 'made by you' where you paint pottery (usually done in about 6 days tops) and you can make her a christmas decoration with her name. If you stll don't like any of these ideas, you could also sew her a bib and a pair of socks.

My girls loved music at this age. Two great ones is the Little Tikes Baby Tap a Tune Piano and all of the Leap Frog interactive tables that they can pull up on and hold onto while try to learn how to stand and walk. My daughters spent hours with both of these at that age.

Saving's Bonds, they only play with the toys for a couple months, then the toys get shipped to Salvation Army. The parents will like it to.

"Baby Einstein" brand has a toy(elephant,lion,ect) and in the center there is a colorful thing that rolls around and it plays lullabyes,very cute voices and it lights up. I bought it for my nephew.

One of those cones with colored donuts that fit onto it. It teaches size, organization, and colors. At that age the donuts make good teething rings.
