there are these iron-on sequints at like wal marts, target, almost any store.

Depending on what you'll be using the garment for, if it's just a small section, you can glue them on. If you are putting many on you may have to sew them on by hand. That's tedious, I know, but the results will look lovely.

either with glue, or you can get the bedazzler at your local Michael's craft store
