There is no standard - various sources have put a limit at 1000 feet, 2000 feet, or 3000 feet higher than the surrounding area. Generally, if the locals call it a mountain and it's not obviously too short to be a mountain, then it's a mountain. If the locals call it a hill, then it's a hill.
