Who benefits: Shoppers benefit because there is added convenience in being able to choose broader hours to shop in. I am used to living in Melbourne, Australia where shopping hours are quite long. But I am currently living in London, UK, where shopping hours are quite limited. I find it furstrating that I cannot go shopping for food after 6pm on a Sunday.
Store owners can also benefit because increased hours leads to increased customers which in turn leads to increased turnover.
Staff may also benefit from the availability to work unusual hours. This benefits people who want to work other than usual trading hours, for example students. Unusual hours also usually carry higher rates of pay, which of course will benefit staff.

Who is affected: I take it this means negatively affected. Staff may be adversly affected as they may be forced to work hours they may not want to work. Small shop owners may also be negatively affected because they rely on customers coming to their small shops after hours when major outlets are closed. Having major stores open longer hours will decrease patronage at small corner store type shops.

Has it worked in other places: Shopping hours deregulation has worked very well in Melbourne, as an example. Supermarkets are open long hours and sometimes 24hrs, and other stores are also open long hours. On the 23rd December many shopping centres have 24hr trading periods.

Are you talking about the extended hour stores are open during the Christmas shopping season?
