Stupidity must be the driving force behind intelligence, because without stupidity, you could not have an intelligent state, and without intelligence you could not have a stupid state. In a nutshell, stupidity has a vital role in the existence of intelligence, maybe! So stupidity must be more powerful because the world at large is pretty stupid, and then came intelligence trying to fix things and there is no shortage of work for intelligence these days. Are we all clear on this now?

Human intelligence is more powerful because it introduces that which is new and novel and, in turn, overpowers plain, weak, and repetitive ignorance.
But if you want sarcasm or better yet, irony, just look at George W Bush. He's the dumbest but most powerful leader in the world. His IQ is apparently 100, which is average, and given the fact that it's probably been exaggerated in order not to embarrass his dad; he's probably below average intelligence!

Intelligence. Easily.
Stupidity may destroy what intelligence builds, but that is only because destruction is so much easier than construction and stupidity is so much more plentiful.
Those who are truly intelligent PLAN for stupidity. They allow for it. They control it. This is why we have anything instead of nothing.
Stupidity may occasionally win some battles, but I think it is rather obviously losing the war.

If you go by numbers than stupidity wins out by a long shot. Yet an intelligent thinker can achieve a great deal.

their is no power in stupidity. it might have influence but not power. a stupid idea still has to be intelligently enacted to have any result.
and an intelligent manifestation of a stupid idea will usually involve the manipulation of stupid people. but stupidity has accomplished nothing except to act as a catalyst for an intellect. it is really amazing how intelligent many "stupid" people really were.

Human intelligence by far, if humans would use it. It seems that human stupidity is or can be more powerful but I think this is because of ignorance and fear.

Someone once said that God put limits on our intelligence, but absolutely none on our stupidity.
