Regarding the TOILET BOWL STANDING WATER AFTER A FLUSH HAS OCCURED:

You might want to check to see if your overflow pipe has water running into it. Fluidmaster appropriately calls this the "refill tube." This usually is the little hose that runs from the filler valve.

Regarding the TOILET TANK WATER BEFORE A FLUSH HAS OCCURED:

The float cup (or float ball) stops too low in the tank. This usually can be adjusted by adjusting the screws at the top where the arm meets the valve or for Fluidmaster units, the spring can be adjusted so that there is less room between the top of the valve and the metal spring.

There is a line on the inside of the tank and the water level should never be above it or it will leak out through the flush handle. There are hundreds of tank fill mechanisms which one do you have? Impossible to tell you every one. send me e-mail if you like

as long as the flush valve is tall enough (the pipe the flapper is attached to) then either adjust the ball by screwing in to allow more water if a ball cock or if a 400a fluidmaster fill valve theres a ring on bottom of fill valve lift it up then pull up on whole mechinism do with water on or off lift up till water is about 1/4
inch from top of stand pipe
sorry doesnt allow you to spell ball c o c k

you can adjust the amount of water that comes into the tank by the lever inside the tank. it all depends on how high the big black ball goes. the higher the ball, the more water in the tank. look inside the tank to adjust the ball.

If your toilet has a float just bend the rod up a bit so the float has to go higher to shut off the water. If you have one with no float then the ballcock will have an adjustment on it that will regulate the water height
