It use to be a signal of a place where drugs could be bought.....Now a days it means the kids wants another $100+ for new sneaks even though the one's on the wire are not that old.

Im not a military kid, but grew up near an AF base, and the Airmen/women, used to throw their combat boots up on the wires to symbolize their getting out of the military. I have also heard its to symbolize getting out of anything else too, i.e. Jail, school, bad job, etc...
Could be that, or just something totally opposite or random. Thats all I know it as though!
