the basic form of education is called 'elementary' since the grades begin with 1st & go through to 8th. years ago, kindergarten was added. now elementary school counts k-8 as grades. there was a time when that was all that was needed to learn the basics of education but things changed & the need to go on became apparant, like around 1920s/1930s. because the grade levels were extended to 9 (up to 12), it was then called higher education. the term became shortened to "high school" & has been that way ever since. higher ed is now used to describe college. get it? got it? good!

I would think because you start at the bottom Kindergarten, and each time you advance its another level in education,by the time you finish grade school, you are now a teenager and much higher in the education field, So that's what I think.
