can defrost be on low for windows to clear?..or does it matter?..

and how long should it usually take to clear up the windows and get the ice off windows?

Your car needs to warm up some before air is heated, but at the same rate the first air blowing out is still a little warmer than the cold air outside. Put defroster on Hi and scrape off the windows while the car warms up.
Btw, if the windows fog up after the car has warmed up (hot air is blowing out), turning on the AC, with the temp set to hot temp, will clear it up.

They don`t have to be on high, but it will take longer to clear them. Time will depend on how cold it is and how much ice you have on window.

It's going to vary with the type of car and the type of weather.

If you have an option to do fresh air or recirculated air, use recirculated when defrosting.
