Construction (Design & Management) regs (1994)
I am guessing that the client would not have to take notice of the regulations only the contractors??
Hope this helps

Contractors will still be responsible for the day-to-day activities on site, but designers will be required to ensure that their designs include consideration of risks to health and safety and their avoidance or reduction if reasonably practicable, throughout the construction process including design, maintenance, operation and even demolition.

I would go with the electrician, as he is a sub of the Contractor, therefore falls under the Contractor's responsibility.

CDM stands for Construction Design and Managment.

CDM stands for Construction (Design & Management), I would have thought that they all had responsibility to a greater or lesser degree.

IMO, designers wouldn't be responsible for implementation.
