Yes it is true.

Before there were laws against drugs, drug users were not criminals

Agree, although you could really argue both sides.

If the new laws are regarding acts that are occurring, then those people will become criminals with the passing of the law, thus more criminals created. Example: say they pass a law making it illegal to employ illegal immigrants (okay, it already is). Those people who are already employing illegals immigrants, who may understand the knew law, but who may also have a difficult time replacing all their workers, will likely take a risk (even if only in the short term) to retain the illegal workers and they are therefore new criminals.

Additionally, and closely related to the first, if there are more laws on the books it is more likely the common citizen will be unaware of the laws, and thereby unintentionally break the law. There would therefore be more criminals. Example: A state enacts a law making it illegal to "cruise" any street. If there was previously not a law, and it most likely didn't receive a lot of news coverage, then people who do cruise the street (maybe even an out of towner) will unknowingly break the law.

Lastly, and clearly not as logical or clear-cut, but there are those people that rebel against authority and feel threatened with the passage of new laws. Out of protest it is not unlikely there would be someone break the new law, and thereby create at least one more criminal. An example of this last one would be like the Flag burning amendment they keep trying to pass. Currently not that many people burn the Flag, because most people to respect it. However, if a law were to be passed, I could almost guarantee there would be protesters burning Flags all over alleging their Free Speach rights were infringed upon (even if it were just for a short period).

Good luck.

sure that is authentic, why is the question. It has to do with the structuring of our society.right here in Aussie you may pay taxes, in spite of the actuality that human beings discover techniques and loop holes contained in the regulation, so that they paid a lot less tax, are they criminals ? also in case you damage someone even as they are breaking into your living house you would nicely be charged with attack, who's the criminal ? also in case you hit upon a lost baby in a buying centre and take them through the hand to protection to discover their moms and dads, you would nicely be charged with interfering with the youngster, who's the criminal ?
