Fall of the year is the concensis of everyone I have talked to. Early spring is also good, before the sap goes up and before leaves appear. The thoughts for fall planting is that gives the root system time to establish before time to leave out. If you do plant in late fall, early winter, stake the trees good so the trunk doesn't move with the wind. The movement will kill the roots and thus kill the tree.

any time if u can get a branch to bend down to the ground use a knife cut a small notch then use a coat hanger cut into a u shape pin the branch to the dirt cover with a little soil when it starts to sprout roots then cut the limb and plant.
