I suggest working together with your students to make a list of class rules. Decision-making works best when it's a collaborative process.

I agree with the previous answer, but I would go a little farther.
Ask the children for their suggestions for consequences. Also use Scripture for all of their rules.(i.e Eph 4:32, "Be ye kind one to another.") Finally keep it simple.
