This is my understanding of what goes on...
You dial your friend's number, and your telephone company sends your call to the cell phone company, which sends it to the cell phone tower near where your friend is. The cell phone tower may not respond right away, or may not get a response from the other cell phone. Your phone company fills the time with a dial tone, so you think everything is going well.
But eventually, the cell phone company figures out that the line is busy, or that the batteries are dead, etc. Then the cell phone company puts you through to voice mail, which is on their system. But the delay is waiting for the wireless company to figure out what's going on with the other phone.

Usually means that the area around either the cell tower closest to you or the cell tower closest to who you are calling is saturated with calls. Each tower can handle a limited number of simultaneous calls.
