wow whoever said that up there, you skipped out a whole generation of Mega Man games... dude!
Getting back to the original question, I would say MegaMan 2 is probably the best to get started. Once you beat it, you can move straight onto MegaMan 3 (the best one!) because you'll see bosses from the previous ones.

the first MegaMan X was done great, and i think it's a great game for beginners to the megaman franchise
you've got extra attachables, in hidden places. jump works like you would expect it to (unlike megaman 1). for the most part, the weapon weaknesses make sense

i am aware that megaman X was not the same as megaman - but to get someone into the series, i would not suggest the nintendo titles until more of a challenge is desired. myself, i'm great at the X series, but i can't beat half the bosses in the very first megaman. megaman 2 was pretty good, too, i'll admit.
all in all, skip the first 6 nintendo games, and go to megaman X, it's a great game to get someone into the series, without presenting so much of a frustrating challenge

Megaman 2. I've played (and beaten) every single one, and it is by far the easiest. The first one would be the easiest if it had passwords, but it doesn't.
