That was determined in a labor negotiation at some point. The players wanted more money and they agreed to have fewer players at a higher amount. 53 is probably enough, but does make for creative management. If you could have a hundred, the rich teams would run like the Yanks and try to corner the market. Who wants to sit on the bench these days.
