IMO, he never was given the title "Prince Consort", which had been the title of Prince Albert, the Prince Consort.
In British Royalty, a "King" has precedence. Also, a King would designate that he was the Sovereign, the Monarch; that he had became such by inheritance. Since such is NOT the case, therefore he is NOT King (or king consort). Her Majesty inherited the Throne; since she is the Sovereign, the Monarch, she is designated as Queen Regnant -- Reigning Queen.
Normally the wife of a King is a Queen Consort. Still questionable whether Camilla will get that title or not.

Phillip is not known as King Consort because he is not king. He is the Queen's consort. When Prince Charles becomes King, Camilla will not become Queen consort. She will simply become queen.
The difference is that a king outranks a queen. If Phillip were to be named King, he would outrank Elizabeth -- and that's a no no.
With Charles, it won't matter, because he's King and outranks Camilla, no matter what she's called. But her correct title will be Queen.

There is precedence of a King Consort in British history:
King Consort Phillip - husband to Queen Mary, daughter of King Henry VIII.
Queen Elizabeth II chose not to create her husband King Consort, hence he was not created as such. Had she chosen too created Phillip as such, he would have assumed the style and title of such.
Camilla is the Princess of Wales and the Duchess of Cornwall and is in line to become Queen Consort to her husband should he assume the throne. She has chosen not to use her "Princess of Wales" title. But it is her's to use, should she choose to use it. Buckingham Palace announced that it is intended that in due course when her husband assume the throne that Camilla intends to use the style and title of HRH The Princess Consort. However, they did not state she WOULD, only they intended she would assume that style and title. Times change and so do titles and titles.

The title of King is higher than that of a Queen. Were he to be known as King it would mean that he ranks higher than the Queen, which is not the case. So he is known as Prince Philip to reflect the fact that he is not the sovereign.

There is no such title in England or the UK. He is not a king. He is the consort of Her Majesty The Queen, and therefore, automatically a Prince of the Realm.

the rank of king cannot be higher than the rank of queen. when a queen exists, there can't be a king, and when a king exists, there isn't a queen, its a queen consort. furthermore, when Charles is the king, Camilla will not be queen. the royal family have already announced that she will be known as the duchess of Cornwall

That is because Elizabeth is the real queen and if Phillip was king consort that would be weird and he'd outrank her.
