I hear it in songs unless I'm saying it wrong. If so someone correct me.

A high hat is a set of cymbals set on a spring with a foot pedal so that you can tap your foot and they clang together. It is often used to keep rhythm.

A "high hat" is the cymbals that a drummer can operate with a foot pedal instead of hitting it with the drumstick. Just like the pedal on the bass drum (with the other foot). So if the drummer is tapping his high hat foot to a certain rhythm it is usually syncopated to the beat of the bass drum.

I believe a high hat is the cymbals on a drum set so do whatever to the rhythm of the cymbal.
