The story is from Capitol Hill Blue, a decidedly left-wing web publication that bills itself as non-partisan. The statement was supposedly made in a planning session attended by "GOP leaders". The reporter does not identify the date (except as occurring "last month") of the session or the names of any attendees (other than the President). Makes it kind of hard for anyone to prove it didn't happen without interviewing everyone who attended any meeting in the Oval Office during the month.

Democrats Hate The Constitution.
The Constitution prevents them from turning our country into a Socialist Nation like North Korea.
Democrats say the "Constitution is Living & Breathing, and Needs To Grow".
That's the excuse they use to change it.
Anyone who says Bush said that about the Constitution being a piece of paper is a liar.
Anyone who knows politics, knows it is the Democrats who are wanting to change the Constitution.

Well, I guess you won't be able to count on all those who wear the uniform and took an oath to preserve it. It might also be difficult to get military families who were under the assumption that defending it was worth a loss of life.
By the way, wasn't there something about swearing on the Bible to preserve and protect it in the oath of office, for elected officials?
I could have missed it, but was that some liberal tradition done away with under the Patriot Act?

My guess is you're joking, or you're not American, or you are just uneducated, in which case I don't hold it against you. However, the Constitution is an amazing document. It is this document that separates us from all other societies, that has made America the leader of the free world. I'm not generally a patriotic person, but please, study up and step out of the ignorance.

No, it's a piece of parchment with a bunch of writing on it. However, that writing outlines our freedoms and guarantees it. So, it's more than a "goddamn piece of paper", it's a piece of parchment that keeps this democracy a democracy.

I am 50 years old and the ONLY person I have ever heard say that is George W. Bush. How very sad that the only time I hear that said, it came from our President and not a terrorist or someone like that.

EDIT: This is supposedly something Woodward overheard Bush say. It's in his book, which is quite a money-maker, from what I understand.
