What must I do to start as a freelance artist?

I have already found locations to market myself and have even been approached by a possible buyer, but I am not sure of all the red-tape and paper work I should have before starting. How do I handle income tax and make sure my work is protected? Is there somewhere I must sign-up or join to be a "freelance?"
