Yes. True happiness is not contingent upon a partner or family, although they are nice to have in this world, just as inner peace is not contingent on them either.

I think Its a question of what you are after in life .If your happy to come home to a flat mate or perhaps a puppy or cat then you are capable of living without family < some folks don't want or need a spouse or children , they live for their friends and quiet time alone , I see a lot of elderly people in my work and its sad to see an elderly person with no intimate friends to interact with . they are alone in the world . so short term yes but long term I think we all need a partner and family to fill a void in our lives .
but if they are not to be found we can carry on in our journey of life. that's my opinion .

that is more like a monk/priest lol, but there are many famous or upper intelligent people in the history don't have a partner or family and they were happy, because those people have massive knowledge. They perpetuated their name in the history after death.
