It is a process of elimination. First test the battery and make sure it is charged to full capacity. Then do a cold cranking test and see what amperage the starter is pulling. A sick starter will pull a huge amount of current. You can get the specs for the starter current rating from your local auto parts store and a lot of auto parts stores will do the test for you. Secondly, if it not the starter than inspect the engine timing. An overly advanced timing will make the engine turn over haltingly.

First have the battery checked to make sure it is low on cranking power. Then check battery cable connections. Loose or corroded cable ends can cause a voltage drop to the starter. Then if those are all good you can take the starter off and take it in to most major auto part chains and they can load test the starter for a small fee.
