and nox 2.19 needs to b 2.5 that part passed

Reduce the mixture to factory specs. Sounds like the vehicle was not completely warmed up. Try driving for half an hour at freeway speeds and then going immediately to be tested. If you don't pass then have the co adjusted (leaned).

Typically Hydrocarbon and Carbon Monoxide (CO) being too high means you're not getting enough oxygen into your vehicle for full combustion.

Change out your Air Filter will bring your HC and CO down. Your CO seems excessive, you may need to adjust the timing and or get a tune up to bring it down, but the obvious thing is the change the Air filter first. It's typically under $10 and the easiest thing to do.
