First off you should know that I am an ATV Technician with three children. I would have to say the bike for you from the limited info you gave me is probably going to be a Kymco Mongoose 50. It is a Taiwanese company try desperately to beat Japan out for quality. I know they are not real main stream yet, but they will be.

always start small
a 50cc atv has enough power for a kid to enjoy, and enough to harm him if not watched or supervised properly
remember, invest in all the safety gear for him (helmet, pads, boots, shirts and pants), and start off slowly.

The only safe ones are sold by ToysRus and have no motor. Kids are injured and killed on a regular basis on these vehicles.
Quality is another issue. The Japanese brands have the best quality.
