Lie means to "recline or rest on a surface." Lay means "to put or place something." Lie is an intransitive verb and cannot take a direct object: "The tax forms lie on the table." The verb lay is transitive and takes a direct object: "Please lay the tax forms on the table. When using the present participle form of the verb (was/were + the verb), "lying" is the usage you are looking for:

My grandmother's letters were lying on the table.

Something is laying on the floor.

I would be lieing if I said I was lieing on the floor, when all I was really doing was laying on the floor. But IF I was lieing while I was laying on the floor, well..........I guessed I'd be standing??? Unless I was getting laid on the floor, but I probably being lieing about getting laid on the floor I was laying on, anyway, so I think I'll just stand up.

Lying = Something is lying on the floor.
Laying = The hens are laying eggs. The men are laying bricks.

If you forget, compare to sit and set.
Sitting = The dishes are sitting on the table.
Setting = She is setting the dishes on the table.

Lie/Sit is what the object does.
Lay/Set is what someone does to the object.
