You can buy jewel cases and blank CD's in bulk at an office supply or electronic store. Use the internet or your personal music library on your computer to burn songs onto the discs. You can then print clipart onto cardstock paper and cut them out into the appropriate size for the jewel case cover. Since it's the holidays you might want to include your favorite renditions of some classic holiday songs.
Another idea is to try your hand at Holiday baking. If you're not exactly a seasoned veteran at baking, you should do simple treat like the other responder suggested (Rice Crispy Treats). There are ready-made cookie doughs sold at grocery stores. All you have to do is pop them in the oven and not burn them. Cupcake and brownie batter mixes are also sold in boxes; just add the oil/egg and bake. If you want to make some treats from scratch, you can search numerous recipe websites for homemade cookie, candy, bread, ect. recipes to make as gifts.
Handmade soaps and candles are also fun to make. Most craft stores will carry all the necessary supplies. You might have to spend the extra money for the supplies but you will actually get a lot bang for your buck - you will be able to make dozens of them to give a lot of people.
Visit your local craft stores, you more than likely will get inspired with endless ideas.
I personally think that something you put together yourself comes from the heart and is more special than something bought.

You can do a collage picture frame or box... You can find a wood picture frame or box at any craft store. You'll need either the frame or the box, a bottle of Mod Podge, a paint brush or sponge brush, a glue stick and cut outs from magazines, newspapers, or online... Cut out the words, sayings or small pictures. Use the glue stick to put them in place on the frame or box. Once they're in place, smear a coat of Mod Podge over them with the paint brush. Let dry. If the paper is still poking up, do another coat. If you make a frame, put a picture of the two of you in it. If you make the box, you can put a few of their favorite things in there like lip gloss, chap stick, candies, nail polish, etc...

For cheap gifts that look great, I go with potpourri. I get the small canning jars, the kind that have separate lids and rims. Then I fill it with liquid or dried potpourri. I cut out a holiday patterned square to put on top, and tie it with a ribbon. But I put the lid on under the fabric to give it to them, and then show them how to take the lid off. It smells really great in an office, and you don't have to take care of it like a plant.

You need a couple of navel oranges (medium to large) and a can of whole cloves (from the spice section of the grocery store). These items together might cost you $5, give or take. Press cloves into the orange, making designs if you want, until all cloves are used. Tie a ribbon around it so it can hang. It smells great for weeks!

Have any great photos of friends or family members they might enjoy...have it blown up and framed. THey blow up can be less than $3 and the frames you can find at one of those everything for $1 stores.

One Christmas I "stole" all my Dads memoirs from the Korean War that had been stuck in a box for years and yrs. I put them all in a scrap book for him. It was a hit- he loved it. The photo ablum was approx $5.

Make some rice crispy treats and wrap them individually and give out plates.
it's quick and easy and plus EVERYBODY loves rice crispy treats!

You can make it festive with green and red m&m's


Another cute idea is to buy some bottles of spices and then you put a tag on it that says "Seasons Greetings!"

Make some gift baskets. Fill the baskets with items from Bath & Body Works, and stores of that nature for women. For men, I usually get the regulars i.e., socks, t-shirts, ties, etc.

candles are always a good gift you can usually find candles at the dollar store and pick candle holder to match even if the person you buy for has allergies they are still a nice decor. item
