You need to pay the bill. If you don't it will go to a collections agency and they will start to call you. Which is just annoying. If you want the phone on, your only option is to pay the bill.

What carrier and what phone?
If it is a Cingular or T-Mobile phone you can buy a prepaid sim card and use the phone prepaid.
