Yes it can.
It happens all the time in Jamaica.
The rising humid air will condense and fall back down as rain.
Clouds are an accumulation of water vapour.
If air rises quickly, as an example, up a mountain slope, it will cool quickly, condense and water vapour becomes droplets which in turn is rain.
In Jamaica they call it Rain of Sunshine as there is not a cloud in the sky but it rains on the slope of the mountain.

Yes. Rain is condensed water vapor in the atmosphere. It is possible for the air to be humid enough that a sudden influx of cool air can cause the water vapor to form droplets large enough to fall as raindrops more quickly than first forming clouds (very small droplets of water suspended in the air).
I've seen it twice, once on a cruise ship and once in the mountains on a Caribbean island.

no, it can't rain without clouds because rain comes from clouds, which are a condensed form of water vapor. the clouds keep condensing and eventually precipitates (rains)
